Abstract

The objective of this work is to analyze how coalitions are structured in the Municipal Council for Food and Nutritional Security (COMSEA – Curitiba, Brazil), using the theoretical Advocacy Coalition Framework (ACF). The specific objectives are to understand how councils can contribute to social and political participation, and to observe how councilors act in terms of defending ideas, coordinating activities and system stability. The interest of the research is in the last administration of COMSEA in Curitiba, which took place between 2020 and 2022. As analysis material, the minutes of the period were collected and interviews were conducted with the councilors. There is a tendency to form a coalition encompassing all councilors. It was possible to affirm that the performance of the management had an active role in the discussions and incorporated changes in public policies for food and nutritional security in the municipality, possibly being responsible for adapting proposals and debating changes that provided social improvements and more effective projects.

Formada em Relações Internacionais pela Universidade Federal da Paraíba (UFPB) em 2020, Mestre em Políticas Públicas pela Universidade Federal do Paraná (UFPR) em 2023, estuda sobre políticas públicas de segurança alimentar e nutricional no Brasil, com foco em políticas de governança participativa, elaboradas dentro de instituições com participação popular.

Rúbia Carla Formighieri Giordani, Universidade Federal do Paraná

Possui mestrado e doutorado em Sociologia pela UFPR e cotutela de tese no Laboratoire d’ethnologie et de sociologie comparative, Université Paris X - Ouest Nanterre. É Professora Associada do Departamento de Nutrição no Setor de Ciências da Saúde e Professora Permanente no Programa de Pós-Graduação em Sociologia e no Programa de Pós-Graduação em Políticas Públicas na Universidade Federal do Paraná (UFPR). Ensina e pesquisa no campo da Saúde Coletiva, e na área das Ciências Sociais aplicadas à Saúde e à Alimentação.

Nilson Maciel de Paula, Universidade Federal do Paraná

Graduação em Economia pela Universidade Federal do Paraná (1976), Mestrado em Desenvolvimento, Agricultura e Sociedade pela Universidade Federal Rural do Rio de Janeiro (1983), doutorado em Economia - University College London (1991) e Pós Doutorado na University of Reading, UK (1999). Atualmente é professor sênior do Programa de Pós Graduação em Políticas Públicas da Universidade Federal do Paraná (UFPR) onde trabalha com temas relacionados a comércio internacional, sistemas agroalimentares e segurança alimentar.
